Bossier Parish Community College is in compliance with this core requirement because the College is governed by the
Louisiana Community and Technical College Board of Supervisors (LCTCS).
Louisiana Revised Statute 17:3217.1, Paragraph A shows that the Louisiana Community and Technical College System's management board
exercises supervision and management over Bossier Parish Community College. Additionally the relationship of the LCTCS Board and the College is reflected in the Organizational Chart.
Composition of the Board
The LCTCS Bylaws, Article 1, Sections 1 & 2 determines selection of members and term lengths. LCTCS is comprised
of 15 members appointed by the Governor with the consent of the Senate. Two are selected from each of the seven
congressional districts and one is an "at large" member. Two student members are selected--one is elected by and
from the membership of a council composed of student body presidents of the community colleges and one student is
elected by and from the membership of a council composed of student body presidents from the individual campuses of
the Louisiana Technical College.
According to the LCTCS webpage, the Board is constitutionally required to be representative of the state's population
by race and gender in order to ensure diversity. By their occupations and evident business endeavors, none of the board
members appear to have contractual, employment, personal, or familial financial interest in the institution. According
to LCTCS Bylaws, no statement can be found restricting Board members from having contractual, employment, or personal or
familial interest in the institution. Individuals from the education community and the business world make up the Board

Charge to the Board
The LCTCS Charge to the Board of Supervisors provides the following guidelines for the actions of the board members:
The Board will function as a corporate body with the interests of citizens, employees, workforce, economic development,
and cultural enhancement as guiding principles.
Even though most members are appointed by Congressional Districts, as board members their purpose is not to protect or
control campuses located within those districts. They will function as a corporate board with statewide interests uppermost
in their minds.
The establishment of continuous evaluation of the effectiveness of the system and the campus CEO and/or programs offered by
the campuses.
The Board will not micro-manage the institutions assigned to it. It will ensure the establishment and continuous
evaluation of the effectiveness of its CEOs and programs.
Authority of the Board
The LCTCS Bylaws Article 1, Section 3 outlines the authority of the Board "to supervise and manage the systems
under its jurisdiction, [which] extends to all the colleges, branches, centers of learning or extensions of the
system now existing or hereafter established."
Board Meetings
The LCTCS Board of Supervisors meets monthly to discuss policies and to set standards for System operation. The
LCTCS website posts a schedule of meetings for 2006. Minutes from the September 2006, October 2006 and November 2006 meetings are included in the documentation. Topics and discussion include, but are not limited to, the
following:
- Search Committees underway for various vacancies in the System.
- Report of a tour of the LCTCS Board of the Greater New Orleans area to view the LCTCS campuses affected by
Hurricane Katrina.
- Commendations of various individuals for jobs well done in terms of fund-raising and other projects at
their individual campuses.
- Report by the President of the LCTCS Board.
In summary, the College is governed by the Louisiana Community and Technical College System (LCTCS) Board of Supervisors, a diverse group of business and community leaders. LCTCS bylaws dictate composition of the Board and term length. Members of the current Board of Supervisors do not have contractual, employment, personal or familial interest in the College. The LCTCS Board of Supervisors ensure that the financial resources of the institutions within the system are adequate for providing sound educational programs.
