Bossier Parish Community College is in compliance with this core requirement because the College has a chief
executive officer, Chancellor Tom Carleton, whose primary responsibility is to the institution and who is not the presiding
officer of the Board. According to the Louisiana Community and Technical College System Board
(LCTCS) Bylaws, Article IV, Section 3, D,
the Chancellors for each Community College and the Louisiana Technical College "shall be appointed by the Board
upon recommendation of the President, and hold office at the pleasure of the Board. S/He is responsible to the
Board, through the President, for the effective execution of all state laws, all resolutions, policies, rules and
regulations adopted by the Board for the administration and operation of the System and the governance of all its
campuses. The Chancellor shall administer the college for which he is appointed and shall exercise complete
executive authority, subject to the direction and control of the President and the Board." The BPCC Chancellor Job Description, which states desired attributes
and/or qualifications is located in the College Human Resources Department. Tom Carleton has served as Chancellor since 1994.
The Chancellor is selected and appointed via the LCTCS Policy #6.032-Policy on Search Committees in Hiring with final approval by the LCTCS Board of Supervisors.
The Chancellor is not a member of the LCTCS Board
of Supervisors. The LCTCS Board "is composed of 15 members appointed by the Governor
with consent of the Senate, two from each of the seven congressional districts with one at-large member."
