Narrative:

Bossier Parish Community College is in compliance with this comprehensive standard because the College provides financial statements and related documents, including multiple measures for determining financial health as requested by the Commission, that accurately and appropriately represent the total operation of the institution.

Bossier Parish Community College's Annual Financial Reports are audited as a component of the Louisiana Community & Technical College System (LCTCS). The Louisiana Legislative Auditors Division prepares a Financial Statement Audit for the LCTCS System-wide. The Independent Audit Report dated January 18, 2005, expressed the opinion that statements were presented fairly, in all material respects. The financial position of the LCTCS and the changes in financial position and cash flow ended in conformity with accounting principles generally accepted in the United States of America. The Louisiana Legislative Auditors Division issues a management letter based on the reporting requirements of Government Auditing Standards issued by the Comptroller General of the United States. The College's financial information conforms to generally accepted accounting principles, standards of the American Institute of Certified Public Accountants (AICPA), criterion pronounced by the Government Accounting Standards Board (GASB), and directives of the National Association of College and University Business Officers (NACUBO).

The Finance Department personnel periodically review selected financial data throughout the year and present significant information to administration and budget unit heads, as requested. Budget unit heads within the College have electronic access to account balances and current year activity through the College's SCT Financial Resources System. Budget heads are also provided printed monthly financial reports consisting of two parts: one, a summary of current month activities; and two, a detailed, monthly activity report listing initial allocations per category, budget amendments, encumbrances, expenditures, and balances.

As requested by the Commission on Colleges, Bossier Parish Community College annually submits the most recent institutional profile for financial information to Integrated Postsecondary Education Data System.
