Narrative:

Bossier Parish Community College is in compliance with this comprehensive standard because the College strives to provide a healthy working and learning environment for its students, faculty, staff, and visitors. These efforts are maintained through a large number of policies, services and programs, which are supported by a variety of administrative offices, academic departments, and College committees.

The Office of Environmental Health and Safety (OEHS) provides oversight of the health and safety programs for BPCC. This office meets with the Safety Committee (Faculty Handbook 19) twice each semester (more often if deemed necessary due to injury trends or the addition of new facilities or programs) to review existing policies and to establish recommendations for review by the administration. The OEHS is responsible for the development, oversight, and management of programs that protect the campus environment and provide for healthy and safe conditions for work and study at the College. This office provides inspections, drills, safety programs, and health and safety services for the entire College community.

General Health and Safety

State agencies are not covered by the OSHA legislation for business and industry. However, our liability is still as great as those in industry. Therefore, Louisiana requires a comprehensive program at each institution. The goal tasked by the Louisiana Office of Risk Management is for all state owned properties to reduce exposure of property damage, property theft, litigation, and accidents causing injury. The general health and safety of the employees, students and visitors of BPCC and the protection of its physical property are provided through the implementation of the BPCC Environmental Health and Safety Manual. The manual outlines the various policies and procedures necessary to minimize exposure to the aforementioned problems and to maintain a campus environment that facilitates safe and healthy learning.

Diverse policies and programs promote health and safety of students, faculty, staff, and visitors at BPCC, include but are not limited to, the following:

  • Tobacco Free Workplace Policy and campus policy prohibit smoking and other tobacco usage except within the designated smoking shelters.
  • BPCC Health and Physical Education Fitness Center provides access to faculty, staff, athletes, and the general student population to free weight and strength building machines. In addition, a full range of cardio-vascular machines is offered.
  • Mandatory safety meetings are offered each semester to the faculty and staff. In the event of an accident trend or if an incorrect procedure is employed, a job safety analysis will be performed to identify a potential hazard and to develop solutions to address the situation.
  • The Next Step Driver's Training Program is a state-mandated driving class that must be offered. The class must be taken every three years; the class reviews scenarios that are deemed to be the most prevalent causes of accidents.
  • Counseling services for students, faculty, and staff are offered and conducted by a licensed professional counselor.
A number of specific health and safety programs implemented by BPCC are those governed by the Louisiana Office of Risk Management. Oversight to ensure compliance is provided by the BPCC Office of Environmental Health and Safety. This office conducts rigorous inspections to identify potential hazards and to initiate corrective actions. The most significant inspection and record keeping reports are as follows:
  • The Weekly Housekeeping and Safety Report is completed after an inspection of all buildings. Hazards, violations, and needed repairs are noted and forwarded to the Physical Plant staff for corrective actions.
  • The Fire Pump Report documents a ten-minute run of the pump on a weekly basis. The entire fire pump system is observed and pressures verified.
  • The Monthly and Quarterly Inspection Schedules document the inspection of various components of the fire and alarm systems as required by law.
  • The Safety Meeting Report documents the safety meetings that are conducted each semester. The report contains the list of attendees, information on the subject matter, and any training documentation.
  • Incident and Accident Reports document any injury or near-miss as deemed necessary. The report also requires the documentation of recommended actions to prevent a repeat situation.
Allied Health Laboratory Safety

Laboratory safety is overseen by the Laboratory Coordinator in the Division of Science and Allied Health. The Laboratory Coordinator is responsible for maintaining science and allied health laboratories, storage, preparation areas, and equipment in accordance with industry standards, OHSA regulations, DEQ requirements, Fire Marshall requirements, and the Louisiana Office of Risk Management policies. Responsibilities are as follows:

  • Biohazardous waste management
  • Chemical storage management
  • Maintenance of current Material Safety Data Sheets
  • Regular inspections of all laboratories, prep rooms, and storage rooms
  • Routine laboratory maintenance
  • Supervision of student workers
In addition to the listed duties, any laboratory or incident reporting requirements are carried out by the Laboratory Coordinator.

Incident Support

BPCC is a commuter college and does not offer first aid. Any medical assistance is provided by the Bossier City Fire Department. The fire department has obtained a Class 1 rating; response time to the campus is approximately 2.5 minutes. The department has at least one Emergency Medical Technician first responder on each truck, and ambulances have three paramedics per unit. In addition to providing first aid, the Bossier City Fire Department removes students with physical challenges from upper floors in the event of an elevator malfunction.

The Bossier City Fire Department HAZ-MAT Team controls all hazardous chemical spills on campus. The response time is approximately 2.5 minutes. Until the Bossier City Fire Department HAZ-MAT Team arrives, BPCC personnel are instructed to evacuate all students, faculty, staff, and visitors to an area away from the incident and clear the fire department work area. Upon arrival, the Haz-Mat team controls the scene.

Security

The mission of the BPCC Security Office is to provide for the overall safety and security of the BPCC campus and its properties, and to maintain an environment that enables academic excellence. The office provides security and law enforcement for the College and maintains a strong working relationship with all local law enforcement agencies. BPCC has a Director of Security located in the student activities building. The director hires off-duty commissioned Bossier City Police officers to patrol the campus. The patrol vehicles used are Bossier City Police cars with radios, computers, and cell phones-which are in direct contact with the Bossier City Police Department. In addition to the exterior patrol, the officers walk hourly each floor of each building. The traffic enforcement and the building foot patrols are logged on the Security Activities Log.

The procedures used by the BPCC Security Office are found in the Department of Security - Standard Operating Procedures (DSSOP). Topics include the following:

  • Bomb Threats
  • Civil Disturbances
  • Hostage Situations
  • Major Disaster Plan
  • Thefts
  • Record Retention
Each security officer is provided with a copy of the DSSOP and made familiar with the document. The Security Office also conducts investigations on all injury and non-injury incidents. After investigation, all findings are forwarded to the OEHS for additional reporting requirements dictated by the Louisiana Office of Risk Management.

The Security Office also reports all crime statistics as required by the Jeanne Clery Act. The statistics are reported by October 1 of each year; the statistics are made public through an Annual Security Report made available throughout the campus.

Bossier Parish Community College takes reasonable steps to provide a healthy, safe, and secure environment for all members of the campus community. A number of policies, services, and programs, supported by a variety of administrative offices, academic departments, and College committees, reflect ongoing efforts to provide a healthy working and learning environment for the campus community. The institution strives to maintain a safe and healthy environment that enables academic excellence and promotes a sense of well-being for all.
