Narrative:

Bossier Parish Community College is in compliance with this comprehensive standard because the College is committed to actively ensure that the physical facilities are adequate to serve the needs of the educational programs, support services, and other mission-related activities. The mission statement of the Department of Physical Plant is to provide quality services for the maintenance of all buildings and grounds.

The College, which sits on seventy-one acres, operates and maintains 359,665 square feet of administrative and academic buildings. Facilities include four classroom buildings, a student services building, an administrative and library building, a physical plant, a gymnasium, and a theater. At this time, there are no off-campus sites.

Completed in 2001, the College master plan provided for the construction of the new campus. The original plan was to construct the facility in three phases. Through Campus Facilities, the educational facility was built in one phase and completed in spring 2006. There is room for expansion for another instructional building as well as athletic fields. New construction or major renovations are submitted through the capital outlay process. Proposals are provided for consideration to the Louisiana Community & Technical College System (LCTCS), Louisiana Board of Regents, and the Louisiana legislature. If approved by these governing bodies, the proposals become a part of the capital outlay process.

The Department of Physical Plant is responsible for the maintenance of all buildings and grounds of the College. Requests for Maintenance Services for maintenance and/or custodial needs are received via email and assigned to the appropriate employee(s). A crew is available to help set up and tear down for special events. All work requests are put on the calendar; however, emergency requests are handled as quickly as possible. Custodial personnel are responsible for daily cleaning, vacuuming, mopping, sweeping, dusting, cleaning glass and whiteboards, and emptying trash containers. Grounds and landscape personnel are responsible for general maintenance and appearance of the grounds and property-which involves mowing, landscaping, leaf removal, parking lot trash pickup, etc. A preventative maintenance schedule is set up to monitor and identify problems or problem areas on a daily, weekly, monthly, and yearly basis. Elevator service and pest control are contracted through outside vendors.

A Maintenance Reserve Account (MRA) of .6% of the construction cost ($55,000,000) of the new campus was established to fund future maintenance costs. In the event funds are depleted, the capital outlay process provided by the LCTCS, Louisiana Board of Regents, and Louisiana legislature will be utilized for major maintenance costs.

In addition to the College's physical facilities on its main campus, Northwestern State University provides classrooms and an office as part of the BPCC@NSU agreement. Through this agreement, Bossier Parish Community College offers classes on the Northwestern campus, although the physical facilities are operated and maintained by Northwestern State University.
