Bossier Parish Community College is in compliance with this comprehensive standard because there is a clear and appropriate distinction, in writing and practice, between the policy-making and functions of the governing board and the responsibility of the administration and faculty to administer and implement policy. The Bylaws of the Board of Supervisors of the LCTCS Article III , Sections A and B outline the general duties, administrative policies, power and functions of LCTCS. Section B states, "The board shall determine broad administrative and educational policies for the conduct of all board, system and institutional affairs and shall provide for the execution of its policies by the system president and the institutional chancellors."
Examples of the policy-making functions of the LCTCS Board of Supervisors are reflected in the LCTCS Minutes. Minutes of September 2006 LCTCS Board of Supervisors Meeting, Minutes of the October 2006 LCTCS Board of Supervisors Meeting and Minutes of the November 2006 LCTCS Board of Supervisors Meeting are included in the documentation.
The LCTCS Policy # 6.013 - Chancellor's Evaluation Process specifies the duties and responsibilities of the Chancellor stating that he or she "effectively implements System and Board policies." Also, the College Chancellor Job Description states, "The Chancellor is responsible for the effective execution of all state laws, resolutions, policies, rules and regulations adopted by the LCTCS Board for the administration, operation and governance of the campus."
The College Faculty administers and implements LCTCS Board policies through implementation of institutional policies. As such, the College Faculty Handbook 29 clearly states that the faculty of Bossier Parish Community College are "responsible for determining the educational policy of the College through their actions in their respective divisions and units." The handbook also states the College faculty abides by the LCTCS policy for intellectual property and shared royalties.
New College Faculty are directed to the online College Faculty Handbook by their Divison Chair. Additionally annual employment contracts that are signed by faculty include a section about reviewing and applying directives on policy implementation found in the College Faculty Handbook, which is available online and in each academic division office.
