Bossier Parish Community College is in compliance with this comprehensive standard because the College,
which has degree-granting authority, also has a clearly defined and published organizational structure that
delineates responsibility for the administration of policies.
For all technical and community colleges in Louisiana, policy is set by the Louisiana Community and Technical
College System Board of Supervisors (LCTCS). Documentation for this authority can be found in the
Bylaws of the Board of Supervisors
of the LCTCS Article I, Section 3. Per the
Bylaws of the Board of Supervisors of the LCTCS Article IV, Section 3 D,
the Board gives authority for the overall operation of the College to the Chancellor, who serves as its chief
executive. The Chancellor, in turn, delegates authority through his Executive Council, which is comprised of the
Vice Chancellors, his Executive Assistant, and the Director of Public Relations. The members of this Council
implement policy in their areas of responsibility. Minutes of the March, April, and May 2006 Executive Council Meeting are included in the documentation.
The administrative structure for the College is reflected in the Organizational Chart,
which delineates responsibility for the administration of the College. This chart is published in the operating
budget, which is found in the Library, the Human Resources Office, and in the Office of the Vice Chancellor for
Administrative Affairs. Changes to the Organizational Chart are implemented by the Chancellor with approval by
the LCTCS Board; the latest revision was approved November 2005. The most recent copy of the Organizational Chart
is on file in the Human Resources Office. The chart is included in the 2006-2007 Operating Budget.
