Bossier Parish Community College is in compliance with this comprehensive standard because the institution regularly evaluates the effectiveness of each faculty member in accordance with published criteria, regardless of contractual or tenured status.
Annual evaluations are conducted for faculty
throughout their careers in accordance with
Louisiana
Community & Technical College System (LCTCS)
policy #II.3.010. College procedures are
outlined in the BPCC
Faculty Handbook 37-39 and the Adjunct
Faculty Handbook 10-15. The primary purpose
of the evaluation is to assess performance,
determine areas needing improvement, and provide
the basis for employment decisions regarding
merit increases, promotion, and continuation.
Each Division Chair is responsible for the evaluation
of all faculty within his/her division according
to the procedures and policies adopted by the
College. Some examples
of annual evaluations for full-time faculty
within each academic division document the criterion
for evaluation. In addition, the evaluations
provide opportunities for faculty feedback and
use for future instruction.
The current BPCC Faculty Evaluation Plan was adopted by Bossier Parish Community College in fall 2001. The plan is designed to guide faculty and supervisors toward continuous performance improvement. This evaluation process emphasizes faculty accountability. Evidence that evaluations are being conducted is in the Bossier Parish Community College Annual Report. The evaluation of full time faculty consists of the following:
- Observation
Division Chairs complete an annual observation for the purpose of evaluation. The Procedures for Observation of full-time faculty 3-9 are used to observe full-time faculty. Librarians, who are non-teaching faculty, are evaluated by the Observation and Evaluation of Librarianship form that has been adjusted to recognize the work they perform.
- Student Evaluation
All faculty are scheduled for Student Evaluation of Instruction 10-12 each semester. This is accomplished through the use of the Student Evaluation Survey Form. Non-teaching faculty (librarians) are evaluated by students using a Library Student Evaluation Form.
- Institutional Service
Division Chairs monitor and document faculty participation in institutional service throughout the academic year. At the end of each academic year, the Division Chair will complete the Institutional Service section of the Evaluation of Service 13-14, 16. Librarians have a different form to evaluate non-classroom activities that promote and develop the institution and serve the community and the students.
- Community Service
BPCC recognizes the value of community service. College faculty engage in those services which promote and develop the institution and serve the community and students. At the end of the academic year, each faculty member provides the Division Chair with copies of all commendations for community service. The commendations are used to complete the Community Service section of the Evaluation of Service form E 14-15, 17.
- Professional Growth
Professional growth involves those activities in which faculty engage to promote the attainment of additional knowledge or competence in one's academic discipline. At the beginning of each academic year, full-time faculty list three objectives for professional growth 18-19. Each specific objective addresses improvement in one's academic discipline or teaching skill. At the end of the academic year, faculty respond by describing the activities used and the extent to which each of the objectives listed were completed. Professional growth is evaluated by the Division Chair. Division Chair and faculty member signatures are required.
- Evaluation Summary
The Evaluation Summary 20 - 23 form provides for narrative comments from the Division Chair and the faculty member. Evaluations must be signed by the faculty; however, the signature does not indicate agreement or disagreement with the evaluation.
- Performance Improvement Plan
A rating of Needs Improvement for the overall evaluation is used for the following two reasons: the employee has met some requirements but there are areas where he/she needs improvement to meet requirements of the position; or the employee's performance fluctuates between satisfactory and unsatisfactory. An overall rating of Needs Improvement requires that a Performance Improvement Plan 27 be established for the employee. A follow-up performance evaluation is required 90 days from the date of the Needs Improvement performance rating.
The College provides evaluation for adjunct-faculty members through policies outlined in the Adjunct-Faculty Handbook 10-15. All adjunct-faculty are evaluated by Division Chairs on a regular basis, at least once a year. In addition, all adjunct-faculty are scheduled for Student Evaluation each semester.
Bossier Parish Community College regularly evaluates each faculty member's effectiveness in accord with published criteria, regardless of contractual or tenured status. Division Chairs conduct annual evaluations for both full-time and adjunct faculty according to established College procedures. Faculty evaluations include classroom observation, student evaluation, service to the College, community service and professional development. For those faculty members who need improvement, a Performance Improvement Plan is established to provide the individual with strategies and guidance.
