The Drug Free Schools and Communities Act Amendment of 1989 (Public Law 101-226) requires the College to certify to the Department of Education that it has adopted and implemented a program to prevent the illicit use of drugs and the abuse of alcohol by students and employees. Recognizing and addressing bullying is paramount to ensuring a safe and healthy campus environment that is conducive to learning and that protects the rights of individuals. Bossier Parish Community College defines “bullying” as severe or repeated use by one or more individuals of written, verbal, or electronic communication, or a physical act or gesture or exclusion directed at another individual. Bossier Parish Community College is a member of the National Junior College Athletic Association. The athletic program at BPCC, which is an integral part of the institution, fosters the College's mission of instruction and service. BPCC competes in four NJCAA DI collegiate sports: men’s baseball, men’s basketball, softball and women’s cross country. Bossier Parish Community College Bookstore is operated by Follett Corporation. Textbooks are submitted each semester by the appropriate academic Dean and are then available to students in store as well as online. Students can also find the ISBN number of each book along with the price both in the Bookstore on campus and the Bookstore online. Disbursement of books and supplies for financial aid eligible students will be provided to students through the Financial Aid Office. Bossier Parish Community College (BPCC) values the freedoms of speech, expression, and assembly in its college environment. In accordance with the First Amendment to the Constitution of the United States, Article I, Section 7 of the Constitution of Louisiana, and ACT 666 of the 2018 Regular Session of the Louisiana Legislature (Louisiana Campus Free Expression Law), students, administrators, faculty members, staff members, and invited guests who wish to assemble and engage in noncommercial expressive activities on the public areas of BPCC’s campus shall be permitted to do so freely, as long as the conduct is not unlawful and does not materially and substantially disrupt the functioning of the campus. The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics (Clery Act) is a federal law which requires colleges that participate in federal financial aid programs to keep and disclose information about crime on, and near their respective campuses. Bossier Parish Community College (BPCC) will adhere to all requirements of the Clery Act and Section 304 of the Violence against Women Reauthorization Act of 2013 (VAWA), which extends the Clery Act to include dating violence, domestic violence and stalking.
The Campus Safety and Annual Security Report is provided to the public for compliance with the federal Campus Security Act of 1990 and the Higher Education Amendments of 1992. This document contains policy statements and crime statistics for the College. Included in this report are crime statistics for 2015, 2016, and 2017. The crime categories within the report are mandated to be reported by the Jeanne Clery Act of 1990, also known as the Crime Awareness and Campus Security Act. Also included are policies imperative to the safety and security of our campus community.
BPCC shares the public’s genuine concern about public safety in a college setting and offers services and preventative measures to improve the safety of the College community. Ultimately, each individual is responsible for his/her own personal safety by being aware of his/her surroundings and using good judgement.

The Board of Supervisors of the Louisiana and Community Technical College System (LCTCS) and Bossier Parish Community College (BPCC) are committed to providing a supportive educational environment free from hazing, one that promotes its students’ mental and physical well-being, safety and respect for one’s self and others. In accordance with Louisiana Revised Statute 17:1801.1, 14:40.8, and 14.502, BPCC shall prohibit hazing and take all reasonable measures to address hazing, including without limitation: adoption of an effective policy; clear communication to campus organizations, students, and other stakeholders of laws and policies; and education and training. BPCC shall take prompt and appropriate action to investigate and effectively discipline those accused of such conduct in a manner consistent with all applicable laws. Student conduct in the environment of an institution of higher learning is expected to be exemplary at all times. The regulations listed within the Code of Student Conduct pertain to students and student life at Bossier Parish Community College. The Code of Student Conduct is promulgated by the Office of the Vice Chancellor for Student Services under the power and authority delegated by the Board of Louisiana Community and Technical College Supervisors and through the Chancellor of the College. The Chancellor has delegated the Vice Chancellor for Student Services and the Vice Chancellor for Academic Affairs as the agencies responsible for the administration of discipline at Bossier Parish Community College. Constitution Day (or Citizenship Day) is an American federal observance that recognizes the adoption of the United States Constitution and those who have become U.S. citizens. It is normally observed on September 17, the day in 1787 that delegates to the Constitutional Convention signed the document in Philadelphia. The Division of Behavioral and Social Sciences at Bossier Parish Community College hosts a Constitution Day program each year. Prior to each Constitution Day program, the guest speaker, date, time and location of the event is made available on the BPCC Events Calendar. Everyone is invited to attend.

Copyright infringement is the act of exercising, without permission or legal authority, one or more of the exclusive rights granted to the copyright owner under section 106 of the Copyright Act (Title 17 of the United States Code). These rights include the right to reproduce or distribute a copyrighted work. In the file-sharing context, downloading or uploading substantial parts of a copyrighted work without authority constitutes an infringement. Penalties for copyright infringement include civil and criminal penalties. In general, anyone found liable for civil copyright infringement may be ordered to pay either actual damages or “statutory” damages affixed at not less than $750 and not more than $30,000 per work infringed. For “willful” infringement, a court may award up to $150,000 per work infringed. A court can, in its discretion, also assess costs and attorneys’ fees. Willful copyright infringement can also result in criminal penalties, including imprisonment of up to five years and fines of up to $250,000 per offense. Disability Services coordinates campus-wide efforts to provide services and accommodations for students with disabilities. In accordance with the Family Education Rights and Privacy Act of 1974 (P. L. 9-380) as amended (P. L. 93-568-Buckley Amendment), persons of any age who attend a post-secondary educational institution that receives federal funding are hereby informed of the right to inspect and review their official education records. Bossier Parish Community College considers attendance to begin on the first day of classes. Students should submit to the Registrar or another appropriate College official written requests that identify the record(s) they wish to inspect. If the records are not maintained by the College official to whom the request was submitted, that official shall advise the student of the correct official to whom the request should be addressed. As required by Louisiana R.S. 17:110, students born after 1956 must provide proof of immunization against measles, mumps, rubella, and tetanus-diphtheria as a condition of enrollment. The law allows for a medical or personal exemption. However, should an outbreak occur, students signing exemptions will be excluded from class and other campus activities during an incubation period of two to three weeks. The College provides refunds to students who are enrolled at Bossier Parish Community College and who are resigning from all classes or dropping a course (changing from one course load to another). Refunds of 100%, 75%, or 50% are given for drops and/or resignations according to the schedule listed in the current academic bulletin. The staff in the Financial Aid office has always attempted to act in the best interest of our students and their families. We have adopted the LCTCS Financial Aid Code of Conduct . Additionally, as members of the NASFAA, our actions are also bound by the National Association of Student Financial Aid Administrators (NASFAA) Code of Conduct. Bossier Parish Community College does not partner with lenders; we process all student loans via the William D. Ford Federal Direct Loan Program. Bossier Parish Community College encourages all students to register to vote. A Voter Registration box, along with Louisiana Voter Registration Applications, is placed in the Student Life Office. The staff members of Student Life Office will help students to answer the questions and fill out the application forms. A paper copy of the Voter Registration form is available in Bldg. F, Room 254.
The Disability Services Office provides one-on-one assistance with completing and submitting Voter Registration forms to students with disabilities on an ongoing basis and during authorized voter registration periods.
